NPNA Leads Effort to Make Houston the ‘Citizenship Capital of the USA’

National Citizenship Day Highlights Campaign to Encourage Immigrant Naturalization

Houston, TX – On Tuesday, September 19, 2023 nearly 30 journalists and media professionals gathered at Houston City Hall to discuss the launch of “Naturalize Now, Houston!” – a campaign aimed at encouraging eligible immigrants to become U.S. citizens. The initiative, led by the National Partnership for New Americans (NPNA), is a joint effort involving the City of Houston, Harris County, the Houston Endowment, the Houston Immigration Legal Services Collaborative (HILSC), and several nonprofit organizations.

NPNA reports that approximately 300,000 lawful permanent residents in the Houston region are eligible to apply for U.S. citizenship. Houston Endowment has granted $2.13 million to NPNA for naturalization programming and an additional $1.65 million for a program called “Give Citizenship A Boost,” which covers application fees for eligible immigrants.

Ann B. Stern, President and CEO of Houston Endowment, emphasized the importance of this effort, stating, “When eligible individuals become naturalized citizens, they unlock opportunities for greater stability and prosperity and make our region stronger as a whole.”

During the briefing, community members shared their stories about the naturalization process:

Hervé-Michel Jackson Bremaidou: “Becoming a U.S. citizen is like a superhero joining the Justice League, alongside amazing heroes like Batman and Wonder Woman. Let’s accomplish greatness by being the indivisible one American nation under God. People need help, and I find myself now trying to help other people. If you are young and coming into a country where everything is fast and new, you have to stay on that path and the vision you have for yourself and the people around you.”

In Suk Min: “I heard that Woori Juntos and various organizations are helping people like me, who have permanent residency but not yet received citizenship, through free counseling and citizenship application help, and volunteers in various languages. Now, I am going to go forward and apply. If there are people like me who have not yet attained citizenship, I ask that you take this opportunity so that you can participate in voting for the advancement of Korean Americans’ rights and interests.”

The “Naturalize Now, Houston!” campaign will train Citizenship Community Navigators to assist eligible individuals through the naturalization process. These navigators, trusted leaders within their communities, will help overcome language barriers, provide guidance, and connect applicants to affordable legal services and financial assistance for application fees.

Zenobia Lai, Executive Director of Houston Immigration Legal Services Collaborative: “We understand that the citizenship application fee of $725 is a significant financial burden for families with limited means. Through the ‘Give Citizenship A Boost’ project, we will help individuals overcome this barrier by covering the application fees. Looking at the federal minimum wage. In 1993, it was $4.25. It was still pretty terrible. Right now, it’s $7.25. So back then, if you wanted to save money to pay for the fees, you’d save a dollar. It’d take a month and a half – it’s still a long time – but it’s attainable by 40 days, you’d get to save $40 to pay for the fees. Right now, if you save a dollar a day, you’ll have to save for two years in order to save up for the application fees. And it’s a hundred times of our minimum wage. So, think about that. Together with our eight project partners serving diverse immigrant communities, we will make citizenship attainable.”

In collaboration with the City of Houston and Harris County, local governments are also working to promote citizenship and plan to hire officials dedicated to this cause.

After the news briefing, attendees witnessed a proclamation presentation during the Houston City Council public session, declaring September 19 as Citizenship Day in Houston. Mayor Sylvester Turner stated, “Becoming a U.S. citizen is an important step towards full participation in our society. Lawful permanent residents contribute significantly to our city’s cultural diversity and economic growth. We are proud to collaborate with the National Partnership for New Americans (NPNA), Houston Endowment, and Harris County to support and encourage more individuals to pursue U.S. citizenship. By doing so, we enhance Houston’s unity and prosperity.”

Lesley Briones, Harris Commissioner, Precinct 4, also commended the determination of those going through the naturalization process and emphasized the role of Harris County in delivering robust naturalization services.
